I think he want to make less amount than the real invoice value. When I do business with PAKISTAN customer,they always ask me to down the invoice value because they can pay less tax when they clear the goods from the custom.For example,the real value of you goods is 3500USD, but you sign 200 USD when you make invoice. I hope this is the answer you wanted.
totally agree with the upper answer, one of my customer from India, once aske me if i can issue him an invoice with down value, at first i dun understand,after consulting our accountant,i know, and also this is workable in China, becoz in this way, u can help your customer to save some money when he do the import custom clearance!
Yes,it means to make the value lower than the real one,in order to avoid the tax.
sometims i have customers ask me to do like that.in china,it is okay if the custom inspected not very strictly. but in your country,if the value not down too much,it should be no problem.if big gap with the real,i advise you should ask your customers or your local friends for checking firstly.
